Contract
Nothing operational begins until this phase is closed. This phase ensures all legal and commercial agreements are in place before any project work starts. It is a hard gate: Initiation does not start, resources are not booked, and no project infrastructure is created until contracts are signed (in small projects - a contract can be replaced with a client signed Statement of Work)

Typical activities
- Finalise and issue the Statement of Work
- Negotiate and agree contract terms with client
- Obtain signatures from all required parties
- Confirm any DPAs or NDAs required
- Confirm purchase order or payment terms with Finance

If any condition is not met, the project does not proceed to Initiation. Exceptions (e.g. a letter of intent) must be approved by the Sponsor and documented.
